Building a pc for my neigbour boy (€500 + €100 budget)

Hello,

My neighbour boy wants to buy a new pc. So I've asked him if he's ok if I make one for him for his budget. He was alright with that.
My neighbour boy wants to play games such as Minecraft and GTA V on 1080p. He also wants to record games with 720p quality because he wants to become a YouTube gamer.
His budget is €500, I would have no problem to add €100 to that budget.
Would this build be decent for recording games on 720p? The game doesn't need to have ultra or high graphics. If most games could be played on medium 60+ fps with recording it would be godlike already.
He wants to use the recording program OBS for now.
I don't think that he is the type of person who will be planning to do any upgrades on the pc for the next 3 years.

We live in The Netherlands (Western Europe), please don't base your budget computer on USA items because in USA all stuff is much much cheaper.

Does this looks decent for gaming and recording then?
If not please help me choosing the parts.
