If you are still using the iGPU, you can make the biggest difference by installing a discrete gfx card.
I don't believe that APU has an unlocked multiplier, so OC'ing would be limited to a few 100 MHz you might get with the base clock. And w/o a good board designed for OC'ing, you risk killing it quicker than with a high-end board.

i am buying a gtx 750 ti, and i have seen some people on youtube that has overclocked it and had some good performance

Yes, the GPU can be OC'ed. That's not the same as OC'ing the APU, tho.
Which 750 Ti are you considering? What PSU do you have?

im getting this card to mainly play this game called rust, right now i play it all super low settings at like 20-30 fps :/

I've owned just about every make of gfx card... except Zotac. So I can't say for sure. But I would have no reason to think not. And it is about the lowest priced GTX 750 Ti I've seen.
