Solution
No, you will have problems. Basically, it is a 550W PSU. It's poor quality (poor capacitors, poor rated temperature) and you should get a quality power supply that won't die within a month under the heavy load of a 390X. You don't have a sufficient power supply for that video card with your CPU.
It only has 46 amps on the 12V rail, or 552W. It is rated at 30C, so any temps higher than that, you can expect that wattage on the 12V rail to decrease more. The 390X, under torture, has actually drawn around 460W of power, averaging 360W. Proof of that is here http://www.tomshardware.com/reviews/amd-radeon-r9-390x-r9-380-r7-370,4178-10.html in the Stress Test Consumption page.

No, you cannot. You need a new quality PSU.
