Computer beeps once then shuts off then will turn on, on third or fourth try.

Specs below.

Here is the process of turning on my computer. My computer is connected to a UPS that I shut off every night. So every day I turn on the UPS and allow a second or two for things to start up, I then boot up the computer. It will turn on with lights and fans will beep once right before bios splash screen then shuts off right after the beep (one beep is normal for my motherboard and indicates normal operation). If I hit the power button on the computer to try and turn it on again nothing happens. I have to turn off the UPS the turn it back on then hit the power button on the computer again and it will start again, but shut off. It does this every time, will always fully boot on third or fourth try. It has never been to the point that it wont come on.

I suspected the UPS maybe a draw or load problem, but reacts the same with only the computer plugged in and with the computer plugged into another socket without the UPS.

I also suspected PSU, but have no idea how to test it and do not have another to test.

Third could it be a memory issue? My computer also has a problem when it goes into sleep mode it actually shuts down instead of just going to sleep. Moving mouse and keyboard ht does nothing and needs to have power button pressed and boots up like it was shutdown.

I also read on forums could possible be the CMOS battery? I was going to test this, but does this reset my bios when I remove it?

Sorry it took so long to answer. The PSU is a Coolmax 700 watt modular power supply, model number : CU-700B.
The weird thing is, it does that routine 4 times everytime without fail. I have to turn on/off four times and stays on the fourth time everytime. There is also a high pitched noise coming from the computer for the first 5-10 mins after start up then it fades and I either get used to it or is goes away.

 
Edit:
Try a New bios battery. This will reset the bios settings. If you set the bios right while installing the ssd, ahci mode is enabled in there. By the way, you should have plugged in the ssd to an orange sata port and not a purple one.
In bios it's by default IDE. If IDE you should change the sata mode in Windows first and then in bios, otherwise windows will boot with a blue screen.


Look at your motherboard for capacitors which are blown or have like brown substance on the top or are curved. Search the internet for example pictures of these.

The 8pin atx12v power connector is fully plugged in and not just 4 pins?

The cables of the power supply are the ones, which were delivered with the psu? Because the psu is modular, other cables from another psu could fit, but it could be that they don't have the same pinout.

Which bios version is on the motherboard?

Dependent of the graphics card hd4890 version, did you plug in the pcie power connectors? 8 pin and 6 pin or two 6 pin connectors are possible. Did you use adaptors or the psu power connectors?

The 8 pin 12v is fully seated.
The cables used are the cables that came with the PSU,
Bios version F9, updated a few years ago from F8.
Graphics card is plugged in with two 6 pins stright to PSU and no adapters used.
Nothing is new in hardware or configuration of components from a year ago. SSD was the last thing added and that was about a year ago and this issue just started recently. I have heard from different forums that the CMOS battery can cause weird issues like this and I will try that first.
Is there a way to test a UPS? Or is it basically it works or it doesn't?
Also the computer works if I turn it off and turn it back on, issue only happens after it sits off overnight, coincidence or actual problem? I don't know.

UPDATE:
So over the last few weeks I have noticed a trend. Sometimes I turn off my UPS when I shut down the computer for the night and sometimes I don't and have no real reason why I do or don't just depends on how I am feeling I guess. Well I have noticed The problem above only happens when I turn off the UPS. If I shut down the computer and just leave the UPS on over night the computer fires right up without problems the next day. It does still have the problem with going to sleep and not turning back on, moving the mouse touching keyboard or hitting power button does nothing and I have to flip the switch or unplug it and plug back in and it will turn back on and say resuming windows. So this doesn't eliminate anything in my mind and just makes it more confusing. I'm getting around to checking the capacitors like helpstar said, from what I know swollen, or brown tops are bad capacitors? I'll have to look up a few YouTube videos on it. But it's going to take awhile because there is a lot of them as I'm sure anyone knows who has looked at a mother board, lol.

Sata cables where swapped out and was plugged into the orange and the SSD has always been in ACHI mode. I have no idea what that is, but since every video and forum suggested it when I got my first SSD I did it.
