1 long beep 2 short beeps

I just finished building my first PC but there's one issue, when i hook up the monitor there's no signal, everything else powers up, fan turns on but the motherboard speaker gives of 1 long beep and 2 shorts, I've heard that means it has something to do with the graphics card but the graphics card is brand new. Could it be that my power supply isnt strong enough for my specs?

Specs
MOBO: Gigabyte GA-970 D3P
GPU: Radeon HD 6870 1GB DDR5
CPU: AMD FX-8320 8core 3.5ghz
PSU: Dynex 400w
DVD: lite on 24x
HDD: Seagate 1tb 7500rpm
RAM: 2x 4gb dual ballistix RAM


Something tells me my PSU isn't strong enough for those specs someone please let me know, and I've tried some things already such as removing 1 memory stick and moving the GPU to a different slot

Yes, your PSU is not at all strong enough for those specs. I doubt that unit outputs 75% of it's rated power, and it's probably a fire hazard too. Any seasonic PSU is fine, and the SuperNOVA GS, G2, B2, and P2 series from EVGA are also good. An antec 450w or 500w would also be fine-ish.

Thank you for the quick reply, another question I have is; I also tried to use a a Nvidia GTX520 and it did the same thing with the beeps, do u think the PSU is even too weak for the GTX520 and other specs as well as the first specs i listed?

Your PC should be pulling ~300w from that PSU, and that's about as much as it can handle. According to the gigabyte website, 1 long 2 short is a RAM issue. You're still going to want to upgrade that PSU, because like I said before, it's very low quality.
