Power supply 110v

Yes... be happy you learned your lesson now and don't have a completely fried computer. Send that power supply back, and if you give me a budget and your system specs I can recommend one that is quality and doesn't risk frying anything.
If you're in the US, Canada, Mexico, or Japan, they use 110-120V power.

The rest of the world uses 220-240V power.

If you switch it to the wrong position and plug your PSU in, it will go bang. Don't do this.

Having a voltage switch is a sign of a poor quality PSU (as is the name coolmax). I'd suggest you replace it with a better one if possible. Tier 1 or 2 here: http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html
 
If you live in America, put it on the 110V. If you live in another country that uses the other specified voltage, put it on that one. I'm not quite sure why you bought a Coolmax, they are, to be honest with you, terrible power supplies that often blow when they draw more than half their rated wattage.

Hi thanks for the answers i bought the coolmax power supply because i wasnt into pc , for the blue light and all the stuffs but i now know is a crap because my r9 280x doesnt work at 100% with this power supply i am now into that
