cpu slow to power on

after pressing the power button, my cpu takes long time(3-5 mins) to power on. there is not any problem if i press the button soon after shutting down the pc. can anyone help me? is it because of the psu (250W)?
 
Solution
It sounds like it's taking your PSU time to heat up to working power! I have personally never experienced this before but that's what it sounds like.

It could be.. but we don't know any of the rest of your specs... so, it's neigh on impossible to say. 250W is very low. It should work ok if you just have cpu + ram + drives.. any more than that and you'd likely be pushing it.

my system specs are:
pentium dual core processor @2.02GHz
4gb ddr3 ram
G41 combo motherboard
i am planning to add on a gpu and before that i wanted to solve this problem. do i need to replace the psu?

Doesn't seem to me like your CPU or PSU is the problem.

Once the computer is on try this:

Press Windows Key + R
Type: msconfig
Press enter
Go to the Startup Tab.
Disable as much as you can.
Reboot

This could improve your boot speed quite well.
If it doesn't, I would recommend backing up your data, and formatting your computer.

250W is quite low though. I would upgrade the PSU regardless.

I'd just like to figure out what you mean in your OP..

When your computer is cold it takes 3-5 to 'power-on' or boot up?

Do you mean you are seeing the windows boot screen for that long.. or it's taking 3-5 mins to even get that far?

When you restart it after it has been running (i.ie warm..) it boots up normally? How long?

You will definitely need a new PSU if you get a new graphics card.
