Is My Graphics Card Damaged? or not getting enough power?

So just the other day my 500w Power Supply failed and my computer shutdown. When I removed the power supply I noticed that some sort of oil was leaking out of the bottom. I replaced it with my dads 500w power supply (however it is slightly older) and my system rebooted and appeared to be working fine. This was until I tried to play games such as csgo where I noticed the fps to be significantly lower (like -200 fps lower). I also noticed that the fps would constantly jump between 20-100 fps making it unplayable.

My Pc Specs

CPU: i5 4690k
Mobo: ASUS Z97M-Plus
Ram: 8gb Corsair Vengeance
GPU: Gigabyte 7950
PSU: Thermaltake 500w Model: TT-500NL1NH-1

PS: I have ordered a new 700w PSU today as I was planning on upgrading later on in the year.

never cheap out on the heart of your pc... thermaltake is really bottom tier

you need a GOOD 550w unit

you specifically said it failed, and the problem happened after you switched in another power supply?

it was working right with your old power supply correct?
