How will a weaker card and more powerful CPU be more beneficial for gaming?
Getting a stronger CPU is a smarter idea in the long run. The 960 should run those games sufficiently, plus It is always easier to upgrade a GPU than a CPU/Mobo/RAM etc. in the future. If you get a weaker CPU and a better GPU, then you'll eventually have to upgrade most of the system in the future.....including the GPU regardless. This option is more economical.

I5-4460 - GTX 970 will be the best because it's a stronger GPU and in games CPU is not THAT important as long as it does not bottleneck your GPU, which in this case it does not.

Because I know people who run GTX 960's with the i7 4790 and it works perfectly fine?
