Here is my build: http://pcpartpicker.com/parts/partlist/
Need opinions, suggestions.

1. Budget & Location
$800 USD. FL

2. Aim
Heavy Gaming (Emulation). The PC will need to be able to run ALL emulators that are current. AKA Wii, XBox, PS2, etc.
TV Media Box. I will use an extra storage device to manage my media server. Music / Movies / TV Shows / etc

3. Monitors
1 Monitor, currently going to be hooked up to a TV (55 inch) 1080p. Its all that is needed for the emulation. In the future, it will be hooked up permanently to a 40" TV. (HDMI)

4. Specifics
Motherboard: Mini ITX -- Case is tight, 8" width x 10.5" depth x 12" height. (A mounting plate available? or a solution to attach to wood?)
Built in WIFI. - No Ethernet close by. If needed, I can get a dongle. (already using quiet a few of the limited usb ports, might need a splitter)
Bluetooth. -For Wii controllers and other blue tooth peripherals. If needed, I can get a dongle. (already using quiet a few of the limited usb ports, might need a splitter)
Will need OS. Windows 10 is fine.
Storage: At least 4 TB of storage, 8 Recommended, multiple HDDs are fine. (Roms are not small). 1 SSD for OS is preferred.
Cheap keyboard / mouse combo, can skip mouse if needed as the trackball on the top console will work as a mouse.
Video card: Enough to run the requirements below + some would be good (future systems)
Ram : 8 Gigs?

5. Software Requirements:
These are the most extreme requirements for the emulators I will be running.
Requirements from PS2 emulator:
Windows 7 x64 or Windows 8.1 x64
Modern DirectX 11 GPU
Modern quad-core CPU. Intel i5-2400 or AMD FX-8350 or higher.
2 GB RAM or more
Requirements for Wii emulator:
Windows 7 64-bit or higher
Intel Core i5-4670K or higher
Modern DirectX 11.1 or OpenGL 4.4 GPU
2 GB RAM or more

The link you posted isn't correct, you should go to your partlist and copy the permalink that is on the left.

However, above here you have a build which meets the requirements. It does not have wifi and bluetooth integrated though, but you can pick them up for less than 5$ each.

As for the emulator, for the Wii im guessing you will use Dolphin. Which i currently use to play SSBB (Which i have a legitimate copy of). Im running it on my laptop, with an i7 4720hq and 960m and it runs really smooth. I consider this quite powerfull hardware, as well as the hardware in your build. But you should still expect some fps drops once in a few minutes. Usually though, after playing for more than 5minutes the fps drops are gone.

As for emulating a Wii, i think its great. You can just connect a Wiimote and play like you would on a normal Wii. I also own a PS2, but i rather play games on the PS2 itself than on my PC (No controller :/)

Thanks for the post. I see that i posted the wrong link now. Here is my current build:
http://pcpartpicker.com/p/Qn4sqs

I goof up sometimes :D

As for the motherboard? WIll that fit the dimensions? I was looking at getting a mini itx MB.
is 8 Gigs of ram enough? I was suggested to get 16.

What would i need to make the fps not drop?

Thanks again!

I have a few things to say about your build so let my tell you what i think.

First, you should go with a 2x8GB Kit of RAM instead of two seperate sticks that are not in the same kit. There is a (very little) chance these two won't work together. So if you can, always buy 2x8GB rather than two seperate 8GB sticks.

Second, go with a 850 Evo series instead of a 840 series. Im not sure about the price but 850 series are ofcourse faster and probably more reliable as well.

Third, i would advice you to use either a WD or Seagate harddrive. I have some WD drives (3) and none of them have ever failed. I can also suggest Seagate since i got one drive (probably 7 or 8 years old which still runs fine today) so in my opinion pretty reliable as well.

As for the graphics card, i would always prefer an Nvidia card. But AMD cards are fine as well.

The main difference between your, and my build is that mine uses a Skylake CPU (Current generation i5 6500) you could see it as the equivalent to the i5 4460. But its a newer generation meaning it is slightly faster.

To answer your question for the FPS not to drop, im not sure. I know that emulating games is really relies heavy on a good processor, i would suggest you to get the more current i5 6500 processor along with a motherboard that fits your case. I don't think that getting an i7 processor (Which has 4 cores with hyperthreading meaning Windows has 8 cores to spread the work over) would have any benefit. Since in Dolphin there is a setting which lets you utilize two cores instead of one, probably meaning that it doesn't use more cores than that.

And 8GB of RAM is plenty for those emulators to run if you are just going to emulate these consoles 16GB is pretty much overkill. Even with 8GB you have plenty of room left for other applications to run in the background.
