Windows>Shut Down won't shut computer off

Not sure if this is the right section, so forgive me if it's not. But I figured it's not a Windows problem but rather something to do with the MB/BIOS. But I want some opinions before trying anything.

I just moved all PC components from an older Corsair case to a new 600T, everything is working fine except when I go to Windows > Power > Shut down (running Windows 10), it looks as if it shuts Windows down, but not the PC itself. All LEDs lit, fans still going, etc. The computer itself, just stays on. The monitor goes dark though of course. The only way to turn off the PC is manually.

Now, does something have to be done in BIOS? Power management? Clear the CMOS? I just don't want to try anything before I get some input from people who'd know better.

I have an MSI Z87-GD65 MB by the way.

I'm having a very similar issue. Brand new build i7-6700k sabertooth z170 g.skill 3200 ddr4 ram 2x16gb. When I have it at default (X.M.P. off) everything seems to work fine restart and shut down. However when I enable X.M.P. I have this same issue...won't shut down all the way...mine also won't restart either, it gets stuck exactly the same was as described by AlvesNYR. It was rather eery reading his comment.

Someone on another post mentioned disabling the "fast boot" option, does that make any sense?

Could this be a PSU problem? I have an Ultra x4 modular v2.

No riser screws as far I know, I used the same screws that had the motherboard in place in my old case, and yes everything was fine, no issues with the previous case. No new drivers either. But I may have accidentally reset the MB via a Reset button while I was working on it. But I think the computer was off. So could it be a BIOS thing?

OS is installed on an SSD, which is #1 in Boot order
