Motherboard CPU pin and RAM Freq

I want to buy new mini-itx motherboard.

PSU that i use is Corsair CX750M, that have 8pin CPU connector.

And then i want to buy new motherboard which is 4pin CPU connector, or less than 8pin. is that even possible?

And 2nd question is about RAM Freq, take an example my new motherboard RAM Freq caped to 1600Mhz, while my RAM is 1866Mhz. If i plugged in, then what will happen?

The 8-pin EPS can still be plugged in to a 4-pin CPU power. The 8-pin should come apart into 2 4-pin connectors. In the case of the motherboard and ram, the lowest link of the 2 will be followed. In this case, your ram will underclock to 1600MHz with the same voltage and timings to meet the MOTHERBOARD AND CPU...
