Is my motherboard bad?

Solution
Ah. I see. Then it's not surprising the board may be having issues, it's near the end of its lifespan. Sorry kitty, wish I had better news for you.

I kind of agree with the motherboard being the problem, but not really since it actually turns on. When boards have issues, one of the first things people notice is the PC won't turn on. But yours turns on, it just won't go past post. This usually represents a hardware issue. You said you worked with the RAM, but do you have anything else you can unplug in the name of testing? CD-ROM, GPU, etc?

Yes, I've already tried unplugging the CD-ROM, and hard drives, and put them in other computers, in which they worked, but as soon as I put them back into the Dell Inspirion 530, the CD drive spins for a bit, then stops all together, and both are detected as present in BIOS as well.

I hate to say it, but the only thing left is the board or the processor. I doubt it's the processor because you would be getting blue screens, random shut offs, etc. So the board has to be bad as you've eliminated everything else. Is the board newer? Can you RMA it?
