Is my CPU a bottleneck for my GPU?

Set up:
CPU: i5 4670k
MB: Gigabyte z87-m
GPU: XFX Radeon 7950 DD
RAM: 8 GB Adata

My CPU is running incredibly hot which leads me to assume this is a bottleneck in my set up. My follow up question would be, what is the best solution?

Will buying an after market CPU cooler help or should I just upgrade to a 4th gen i7? Thanks in advance!

Solution
There is no way possible the i5-4670K will bottleneck that gfx card. Chances are, your thermal paste has dried up and needs replacing. That and the fact that the card can run at 100% usage any time needed.

The Skylake, unfortunately, is not all that big of a step up for you. Either way, don't bother upgrading to Skylake unless you have a reason to.

Skylake is gen 6. But I do agree that a, i7 haswell refresh, devils canyon, or a skylake cpu upgrade won't give a noticeable difference in gaming.

Make sure the cooler is firmly seated in place.

Make sure fan is spinning.

Get some new thermal paste and remove the cooler and clean and apply new paste and attach the cooler.

Look at several youtube videos for pointers on doing this.
