Really big lags I can't even play even game

So idfk what is going on with my pc. I was using it and today turned on my pc. It loaded really fast as usually but when I open a game of csgo my fps drops to 1 fps and just stays on the loading screen. Same happenEd when I turned my witcher 3, I couldn't play it because of lags and it's just soooooòoò annoying . Please help me what should I do

Specs: i5 4690k
R9 390
Evga supernova 750
Mobo: z97 gaming 5

Background is also lagging but not as much. Reboot doesn't work. I will check my cpu usage tomorrow. What should I do if my cpu usage is high?
