Solution
CX units are not very good quality, and the 4690 is overpriced, get the 4590 if you are going locked.

IDK about GTA or FarCry, but my 960 maxes out battlefield at 60fps.

I would recommend going with a non-k CPU like i5-4690, simply cuz its cheaper

Budget left over for some peripherals, or maybe an SSD (Highly recommend the SSD)

This is a good build, but there are definetly changes to be made. Here is my revisions and the reasons:

MOBO - MSI Z170A PC MATE - (To go with the better Processor. Solid quality, inexpensive board)
CPU - i5-6600K - (Much better processor at a cheaper price. You can also go with the non K version. This is the most important change.)
GPU - GeForce GTX 960 SSC GAMING ACX 2.0+, 4GB GDDR5 - (No change, will handle those games pretty well at high settings)
RAM - Kingston HyperX Fury Red 8GB 1866MHz - (No Change)
CASE - Aerocool X-PREDATOR X1 Devil Red - (No Change)
HDD - Western Digital HDD WD Blue 3.5" 1TB - (Better quality hard drive in general. Can't go wrong with this)
CPU COOLER - Cooler Master Hyper 212 EVO - (No Change)
PSU - EVGA 220-G2-0550-Y1 80 PLUS GOLD - (Much better PSU, similar price range, and it is modular)

These changes should give you a much better build for your money. Most of these prices are listed on Newegg, where you can generally get upwards of $100 in total rebates. Let me know if you have any questions!

A $200 GPU in a $900 build makes perfect sense. He could go up to a GTX 970, but he would end up having to downgrade the CPU. there are tradeoffs. For the games he wants to play, the GTX 960 should handle them perfectly well at 1080p on high settings, some of them even on Ultra.
