Buying Operating System

Hello. I'm building a PC, and I have a dilemma. Where to buy my OS? I've decided to buy Windows 7, then get the free upgrade to Windows 10, however I'm unsure of the cheapest, but most reliable source to buy from.
The place I've been considering is this eBay one:

However most of the articles I've read have made it clear to not trust eBay... This seller does have position reviews however, but I'm unsure whether it's the right place to buy. If anyone could confirm that this link is okay, or find the next cheapest deal (which would work) then that would be great! Thanks.

It's your money. If you believe that Microsoft will honor the a license purchased for such a low price (and not be blacklisted in the future), then go ahead and make that purchase (I would note, that DVD states it's only for reinstalling on a Dell system).

Otherwise, just purchase Windows 10 from a legitimate reseller (Amazon, Scan UK, etc...)

Why get Windows 7 and upgrade, why not go straight to Windows 10.

I just built a new pc and downloaded Windows 10 Pro free from Microsoft and just purchased the license off Ebay I believe £18.

This worked perfectly with no issues.
