CPU Water Cooling or Air Cooling - and which cooler

I want to know what I should go for, air cooling or water cooling for my CPU? I have a warm room and an i5 4690k - I can't open my window or I will be bombarded with noise. I have a GA-H81M-H mobo and this case: goo.gl/xmHOor

If you are really bothered by sound or are going to do heavy overclocking, you should go with a water cooler (I have a H100i GTX, runs silent with temps ~50) If you are going to do light overclocking and aren't bothered by sound, an air cooler will do. (I heard that the CM Hyper EVO 212 works well)
