So yeah.. i bought a used Asus gtx 560 ti dc2 from my friend . im poor asfuck and i've been using and old HD4850 512 ... :D so it was time to change but nvm thats not the case . im looking around everywhere about the optimal temperature ( if there is one ) So the question : sometimes if i open the window in my room its 43-45 C° idling , and with games running it can go up to 70 (73 was the max with 55% fan speed ) is it normal? My case is open sadly and the secondary fan sometimes slow down to 10-12% if i dont do anything so i gues its a feature. I have to add that if i play games on normal settings its around 50-53 C°

also i have two monitor, one with 1680x1050 res ,and 1280x1024 if its even count .

So how u guys think it is ? the card was never really used it was in a only browser comp

and sorry for my english

First of all, your post was easy to understand, so you don't have to apologize for the quality of your writing.

Now, to answer your question, your GPU's temperature is fine. These kind of components are certified to run at relatively high temperatures when they are under heavy loads. Specifically, according to Nvidia's website, your GPU's max temperature is 99 Celsius. When gaming, people usually try to keep the temperature under 80 Celsius, for the component's lifespan.
