CPU usage at 100%... only according to task manager?

Little background - 1155 socket i5-2400 with asrock h67m-ge board. I tried putting in a new mobo/cpu cooler. Had issues, mobo had bent pins and didn't work so I put the old mobo back in. Still didn't work so I put the old cooler back in (the noctua barely fit and I think it was screwing things up) and after a lot of random nonsense - wifi not working, pc not turning on with both hard drives in only 1, etc. I finally got it all back to normal. EXCEPT cpu usage is always at 100% according to task manager. pc is running fine, msi afterburner is saying usage is around 20% with netflix and chrome up which seems fine. What's up with task manager?
 
Solution
Select show tasks from all users; might be something hidden because it's a kernel level task.

But yeah, sounds like a Task Manager bug to me.

find out what is running with the highest usage. for me, when i play rust, sometimes i get 100% cpu usage and everything drops to 1fps. i just use task manager to force close the game and reopen it. then everything is fine. so just find out your problem and close and restart the program.

No it's always at 100%. Even when there are 0 programs open nothing using any cpu, I sorted by cpu usage under task manager and everything and even when it's all 0% the cpu is still at 100%. The cpu is obviously not actually at 100% because I can game just fine, why is task manager saying it is?
