How to forward a port for playing Team Fortress 2 on an android phone?

So me and my friend wish to play tf2 using our phones as the server when we are in college. We tried using WiFi hotspot on the phone to connect but couldn't find any way to forward a port. So we tried downloading the app- "Port Forwarder". That didn't work too(or maybe we are just idiots who don't know what we are doing).

Is there a way to play the game using our phones as a server? I have an unrooted OnePlus Two. My friend has a rooted Moto G.

In theory it should just work. A hotspot is just a wireless lan connection that happens to have internet connectivity. It should be the same as connecting to a wireless router. You can disconnect a wireless router from the internet and connect between machines all you like.

The problem likely is some stupid restriction in the hotspot client. I would look for a option called wireless isolation. This is designed to prevent wireless devices from talking to each other. It is on routers also but normally it is not on by default. When you talk phone apps it gets even more hard to say. Most these are pretty limited in functionality because of the power of the phone.

Any cheap wireless router should do what you want if you...
If you just are going to play on the lan it should just work without port forwarding. If you are planning on using this on the internet you likely will not succeed. There is a router the college maintains that you would have to have port forwarding rules set in and I highly doubt they will do that.

Does connecting our laptops to a WiFi Hotspot on a phone constitute as playing on a LAN? If so, then after my friend has created the server and given me his ip to connect with him, the game gives me an error message saying connection failed.
Are there some additional steps we need to follow to play on a LAN with each other?
