Please Help! (Windows 7 CPU spikes/Mouse lag/audio buzzing!)

Iv'e been having this problem recently where my CPU will spike followed by mouse lag and audio buzzing. I really don't know whats going on and never post to forums but I ran out of options. My computer is (sager np8651) and will add a video of what it is doing. Please help!

Should note: When I reset my computer it doesnt do it for about 30-40 min then it starts back up. I also changed my CPU thermal compound(artic silver 5) 1 day ago to see if i could fix it but no luck.

Your problem seems not due to CPU overheating , but for some undesired process running the background which may be:
-Antivirus Applications
-Malware/adware
-Incompatible/outdated drivers
-Auto update features of some installed software/app
Check in task manager while you CPU utilization throttles to find which program exactly is using up the resources. Try uninstalling all the Audio/ GPU drivers and install latest ones. Also, disable any auto update features for sound card driver, anti-virus suite, flash player, acrobat reader (these irritating auto update features sometimes cause lag while network connectivity is there.

Also, disable your anti-virus software while offline and see if the problem ceases.
