Boot loop before POST, gets past without CPU power plugged in

Hello, I'm building a mostly new machine.

Specs:

Motherboard:
MSI MSI Gaming Z170A GAMING M5 LGA 1151 Intel Z170 HDMI SATA 6Gb/s USB 3.1 ATX Intel Motherboard

CPU:
Intel Core i5-6600 6M Skylake Quad-Core 3.3 GHz LGA 1151 65W BX80662I56600 Desktop Processor Intel HD Graphics 530

CPU Cooler:
Cooler Master Hyper 212 EVO - CPU Cooler with 120 mm PWM Fan

Power Supply:
EVGA SuperNOVA 220-P2-0750-X1 750W ATX12V / EPS12V SLI Ready CrossFire Ready 80 PLUS PLATINUM Certified Full Modular continuous Power Supply

RAM:

Boot loop before POST. The adapter for my CPU power was slightly off from what the motherboard socket was. I had gotten it in though, since the only difference is where there should be a full square, there was a square with a rounded head. (Hadn't noticed the small difference.) Didn't do the job though, just wondering if that ruined the port? I've since gotten an adapter that fits into the CPU (JPWR2) slot and fits my power supply cord, but still get boot loop.

I stripped a standoff like a noobie, so I only mounted the board on 8 pins, but I'm not sure that's the problem.

I have tried with each stick of RAM in, and both. I tried swapping power supplies, but noticed that the heads didn't patch for CPU. The motherboard can handle sticks that are 8GB a piece, and said it supports 3200 with OC. Is that a problem, since I can't even POST to overclock? Would a ram swap to a lighter DDR4 do the trick?

I have gone through a good portion of the list that gets posted around here whenever someone asks about boot errors, and when I find more time I will complete it. Next on the list, if nobody finds a more precise diagnosis, is to try a PSU swap with this new adapter I have? Possibly a CPU heater reapplication? Maybe with the stock cooler?

The kicker is that when I try to boot with just power into the motherboard, with a stick of ram in, the CPU fan spins, all fans spin, and the motherboard lights up. I get a 00 error code on the motherboard, which means "needs CPU power." As soon as that goes in, I get boot loop. I was hoping this little twist would help in troubleshooting, and make a diagnosis more precise, instead of just blindly swapping parts to see which one works. Does this verify or disqualify any possibilities?

Hm saw a lot of motherboards that said there were issues, this one was 2015 Toms hardware pick, and reviews were pretty good, thought it was a fairly safe choice.

Care to elaborate on what exactly this motherboard is common for having issues with? I can't RMA without knowing exactly what part it is.

Have tried swapping ram around, both sticks and slots. Only thing it might be related to RAM is that the mobo doesn't support the specific sticks I got, but I have no more ddr4 sticks to swap it with.
