Had Some Problems. Just Wiped HDD. Need Some Help.

So as the title says, I just wiped my HDD of everything and reinstalled windows. Need an expert to guide me through downloading drivers so maybe this time my gpu fans will work.
Specs:
Fx-6300
Gigabyte GA-970a-Ds3p
Sapphire R9-380x OC
Seagate 1TB
8gb Crucial Ballistix Ram (2x4)
Evga 650w GQ
Please help me. Been super frustrated with this and I just want things to go my way for once. Thanks.

I think your fan not spinning is normal while the temps are low. Once a certain temp is reached, they'll kick in. Unfamiliar with that card, but that may simply be how your card is designed and you may not be able to set them to continuously spin. Not sure why you would want to anyway.

Go play your games and see how the card performs. You'll hear the card's fans kick in.

Thank you for responding. Right now my graphics card is spinning for 2 secs, then stops for 2 secs, then spins and so on. I'm not sure if they have a 0db mode. This is a new card as well.

It's been on for 20 minutes at least and are still the same. What exactly do I download from the sapphire page? I want to get this right.
 
Stress test the GPU and if the fans start working full speed, the GPU is okay. The fans are clearly set on auto start from a certain point set by Sapphire either by temperature or by load. On idle your card might be fluctuating between that temperature set by default making the fans to start or stop. I am not familiar with Sapphire software but you surely can change that default.

Also, about those fans not spinning. Here's a comment I came across in a review on your card;

"The Sapphire Radeon R9 380X Nitro OC video card had no fans spinning when we the system is only one for a couple minutes, but once the cards heatsink warms up the fan slowly spins at 172 RPMs. It was spinning so slow that you couldn’t hear any fan noise over the CPU’s closed-loop water cooler and the temperature of the system was observed being 50C.

Hmm this makes sense but I hope I can set it to spin whenver its on and not just at a certain temperature.

I simply provided you the direct link to the download. Nothing to worry about.
 


Unninstall the drivers, install the most up to date ones from website, install driver utility and you should find there how to set up your fans.

Heard there were problems with games. Also kinda used to the windows 8 scheme.
 


That's up to you. Not sure what all that is/does. Main thing is to see if the GPU is working properly or not. Maybe jump in a game and run around for a few minutes to see if your GPU fans will kick on .

The fans are now completely off. Not sure thats good or bad. Is there a way to set it to spin on idle? I want to play league of legends which doesn't use a lot. But pretty sure it won't make it hot enough.
