computer running game very slow even though i got a decent computer

i have a r9 380 and a intel 4460 and its running games very slow i cant even run rocket leaque without constant stuttering and i have 8 gbs of ram

Are you using the newer Crimson driver for your GPU? The most logical step would be for you to uninstall your current driver... restart... then install another one.. possibly different/newer if you're able too... or the Beta version

The first thing that pops in my mind: Background Jobs

Are you running an AV? Chrome Browser Loaded? Spotify?? What happens when you try playing with unnecessary programs exited?

I just tried running it with nothing in the background still didn't work
