I have googled and googled and can't seem to find an answer. This is what I have done so far:

1. Reset the CMOS
2. Take out the CPU and put it back in
3. Reconnect the CPU fan wiring
4. Try turning it on with just the CPU installed

Another thing to note: the PC stays on without the CPU in. It was only after the CPU was put in that there were issues.

You can also try checking the motherboard with a multimeter, but I have had limited success with doing that. I have found that motherboards will sometimes test ok but not function properly at times. If your processor works on another motherboard and the psu is testing fine it would more than likely be your motherboard.

It's a brand new build, just finished building it yesterday or today. But one thing I did realize was that the fan on the PWS never went on. It powered everything when the CPU wasn't in, but the fan never turned on.

 


OK so this PC did not even work to begin with. Did you actually clear the CMOS by the replacing the jumper on the motherboard or you just took out the battery? Taking out the battery only resets the BIOS to default and does not clear the CMOS while clearing the CMOS will reset the BIOS to default.

There is a CMOS reset button that I have been pressing. I can't seem to find the jumper.

EDIT: I just tested the power supply and it does indeed work. The fan turned on
 
Most hardware issues and bios issues will still allow your computer to run and boot into windows, it will just run crappy. You have a total failure in either power supply to the motherboard or your processor is shutting down as soon as it gets power. I would start with ensuring all your power connections between the psu and components (especially the motherboard) are secure and properly "clicked in". I would also remove the heat sink from the processor, reapply the thermal paste using the pea method and re-seat the heat sink. I've seen processors do that when people either had the thermal compound not applied properly, and a few instances where they didn't apply any thermal compound at all. If you have same problem after reapplying thermal compound and have checked all your power connections I would look at the most likely culprits being the motherboard, psu, or processor. Check the psu with a multimeter, if you can try the processor in another motherboard. If your psu passes multimeter testing and your processor works in another motherboard, you more than likely have a defective motherboard.
