The motherboard does indeed have support for CPUs that have up to HD4600, so yes, you do need to buy a compatible CPU
This is a low end board and I wouldn't expect the graphics to be that good, though the Gigabyte website does say it supports up to 19200x1200 resolution, but only a maximum of 1 GB shared memory.

The motherboard has no igpu. If you want to use the motherboards graphics ports youll need a cpu that has an igpu.
