Palit GTX 770 4GB Jetstream fans very loud

I just got a Palit GTX 770 used and the fans are really loud even though they've been described as quiet. I've used an MSI GTX 770 and it was inaudioable but these are a lot louder a quite distracting. I have thundermaster which says fans are at 30% but if I put it up to something like 70% there seems to be no change in sound but thundermaster says that it's at 70%.

Is this card just very loud or is there something wrong?

The card is loud at idle as well? That shouldn't be the case, look in MSI Afterburner to see the fan speed at idle.
We have a Palit 770 (A triple fan if I remember correctly) and it does get loud when gaming, what temps are you getting while idle and under load?
