abnormal behavior after installing new hardware

The problem happened when I installed a generic DVD drive to my PC today (actually it's only bought 1 year ago, I never used it)

Since I have four internal hard drives (all HDDs), because of the spatial reason, I unplugged one of hard drives (not the system drive) and used its power and SATA cable to connect the DVD drive.

Now, the DVD works, but the problem now is...

The computer does not shut down after clicking Shut Down in Windows 7. I don't mean it does not exit the running programs. It follows the shut down procedure and the computer monitor shuts down, but the chassis power light is still ON and the chassis fan is still running, I can still hear the working sound from the PC. I can only hold down the power button for a couple of seconds to force shut down or switch off the wall outlet

I then tried to disconnect the DVD and connect the cables back to the hard drive to turn the clock back. However, even worse, as I hit the power button, it powers, I can hear some running noise from the PC, but the chassis fan and the CPU fan do not spin, and it has no screen at all. No BIOS intro, NO Windows welcome message.... Also, I can only force to shut down the PC


Does anyone know why it is. What is likely the reason??

Try turning the pc off, also switch off the psu using its main switch on the back, open the side panel of the case, and touch the bottom of case floor with your hands, to remove any static from you, now remove the cmos battery for 30 minutes, then replace. Switch your psu back on and power up the pc and see if it fixes the issue.
