I just bought the ASUS z97-9 motherboard. And I have a 3 pin cpu fan. Can I just plug the 3 pin cpu fan to the 4 pin header on

Plug it into the 4-pin header and the board will control it with voltage like any other 3-pin fan.
You should be able to go into the BIOS and set up the speed options for the fan.
