I have an older desktop, a Dell Dimension 9150 and I go to the boot menu and try to boot the install from the CD drive, it starts loading the windows files but gets stuck at windows starting screen. Any help will be appreciated because I've tried changing the settings in the BIOS many times will no success. Thanks!

Sorry to hear of your problem and I don't have a fix.
However, if you visit Dell support you will see that Windows 7 is not supported on the Dimension 9150 (ie no Windows 7 drivers have been released for it): http://www.dell.com/support/home/us/en/19/product-support/product/dimension-9150/drivers
You are therefore wasting your time trying to install Windows 7 on it as only Vista & XP are supported.
You need a new (or newer) computer to run Windows 7.
