The Turboboost function on my Intel CPU isn't working!

Hello, I have a Lenovo 3230M quad core hyperthreaded processor that runs in 2.6 GHz while balanced and has a maximum of 3.2 GHz in my laptop. I have activated max performance and the CPU is set to work at 100% but it's speed never exceeds 3.0 GHz in the activity manager. Why is this? Could it be because the laptop doesn't want to overheat or because it doesn't need more than 3.0 GHz of speed or what?

I got the 1st gen i7 870 with a stock clock of 2.93ghz, which supposedly turbo boots to 3.6ghz, sure it does when its doing absolutely stupid tasks like copy document files or ccleaner scan, never when i try encoding video. The most it will turbo too is 3.3ghz when im doing video rendering. Intel never said it will turbo boost to max in tasks we assumed it will, they just said it will general. I overclocked to 3.7 ghz and was done with it, some take to 4ghz, with water cooling but i couldn't be bothered, i dont need the highest gaming resolutions that will bottleneck the cpu.
