Lightning strikes back, Fried computer

Hey legends,

If this is in the wrong section i apologize,

So a couple of days ago we had lighting strike the house causing quite a few appliances to get fried ( no surge protection) including my gaming rig.

At first i thought it was my power supply (actec truepower 650w) but after running numerous tests, testing all voltages they came up fine. Next step was the MOBO which seemed to be the culprit so i went down to my local msy and picked up a new Asus H170 Pro Gaming, i5 6600, Gskill 4gig ddr4 ram x2 and a samsung evo 850 250gig ssd incase the hdd was fried aswell.

I installed these new components excluding the gpu because im not sure if that is fried or not. With my old hdd plugged in it will load the windows loading screen for 1 second then restart and go to BIOS, without the hdd it will go direct to bios same goes with the ssd plugged in.

When I try and boot from usb or cd to install a fresh windows onto the ssd it will come up with a black screen with a white blinking hyphen in the top left corner of the screen for about 2 seconds then send me back to the BIOS screen.

Im thinking now the SSD is not set up to be used on a fresh install for some reason and i need to purchase a new Hard drive and install it that way but need some advice before i spend any more money or rip all my hair out.

I had configured the bios boot options to boot from 1. Usb 2. Dvd drive. 3 ssd. While attempting to boot from the usb or cd thats when the white flashing hyphen will appear then return me to the BIOS. Also im able to get into the system repair tool on the suspected fried HDD, ran chkdsk from CMD on all partitions and the results all came back with "Windows has checked the file systems and found no problem", would this mean that the HDD is fine and could be another reason as to why it wont boot?
