My ps2 port have this weird metal tab, can i snip it?

You can remove it, but it is intended to touch the ATX plate (a.k.a. I/O plate) and ground the ports in the event of static electricity.

It should flatten itself out and not be an issue if lined up properly when you install the motherboard into the case (with the ATX plate properly in place).
