Dell Optiplex 390 stopped working with aftermarket PSU(s)

This is kind of a weird situation. I'll try to make it short. I replaced the psu in the Optiplex 390 with a cheap one, a SENTEY 600w from Amazon. Everything ran fine. I installed a wifi card, multicard reader, and a PCI-e USB3.0 card, still all good. Then I decided to get fancy and pull the (proprietary) Dell USB2.0 ports from the factory I/O panel and replace them with 3.0. Everything still worked. When I rebooted after disconnecting the USB2.0 header, it gave me an I/O configuration error. F1 to continue, and it booted fine. I went into the BIOS to disable the front USB to avoid the error on boot but, it didn't stop the error message. I kept messing with it, rebooting occasionally to check if the error was still posting and eventually it stopped booting at all. It won't even spin any fans but has the constant light on the mobo. I thought the PSU failed but it works fine in two other PC's. I also tried the 390 with a 500w Thermaltake with no luck. The stock PSU still powers up the Dell with no issues. How could my Dell just decide it doesn't like aftermarket PSU's? Especially after it was already running fine with the SENTEY? I've pulled all peripherals, including RAM. I've done all the troubleshooting that I know of or can find. I might list the Dell mobo on eBay and putt the cash toward a new mATX 1155. I don't have much choice because I have an HD7850 sitting here that needs a home. No graphics cards were ever installed during this PSU situation. If the USB2.0 is plugged into the mobo it boots fine with no errors using the Dell psu (standard ATX). It doesn't make sense.

My 390 runs a EVGA 500w PSU and i have not had any problems. Your mobo might be damaged or something in that nature. Never cheap out on a PSU btw. It can literally make or break your system.
