Low profile, fanless, non external power GPU for HTPC?

I am trying to build a basic HTPC/Web browsing PC for my sister out of parts laying around. I want to re-use an old Lenovo SFF desktop. It will use an E5300 CPU, and 4GB of DDR2. The problem is that I want to re-use this old case and PSU. It is only a 240w PSU, and there are no power connectors (not even an extra HDD connector).

So, I need to find:

Low Power: Can't use external power, therefore fanless and we are limited to 70% of 240w PSU.

Low Profile: This is a small SFF case, and won't support a card taller than a low profile mounting bracket.

Cheap: I would like to keep it under $30, including used prices.

The only real requirement is being able to drive a single monitor/TV at 1080p...

I'm using a 240w SFF HP Pro 6300 desktop with a low-profile 750Ti without pci-e external power connector.

I don't play that much game, only World of Warcraft, Diablo3 and Starcraft 2. Can't remember the setting for the last two, but for World of Warcraft everything is maxed out and the fps in most cases is 50+, occassionally drop to 20+, on 1080p monitor

The card I'm using does have a fan but so far I've never noticed it explicitly (CPU or PSU fan of the desktop supasses the fan noise of the graphics card). Other than that I have a i5-3570, 2x 2.5' SSD and 1x 3.5' HDD, 2x 4GB DDR3 RAM installed, occasionally plug in one or two external 2.5' HDD. The 240w PSU seems have no problem handling this setup.

I think 750Ti is the best bet for any HTPC setup with <300w PSU
