PSU fan and CPU spin for half second and turn off automatically, won't post. What has turn bad?

I was playing GTA V yesterday. All a sudden monitor said "no video signal from DVI" and everything black out. And I notice the CPU fan did not spin (I can see through the case) as well as PSU fan. However the power button LED was still bright. I turned the computer off by holding power button. Then I rebooted the system. The PSU fan and CPU fan spin for half a second and stop. The LED light on motherboard light on half a second and off as well. However the power button LED was on all the time until I force shut the computer.
I should not have any connectivity mistake since the computer had been function well for weeks and sit down all a sudden.
I am not sure if the PSU was dead. But ther is at least some power comes out of the PSU. The fan can spin for half a second. The LED on graphic card is green, indicating the 8 pin is connected. But the blu Ray drive can't eject.
I try to clean coms and it is still the same. If I short clean coms pin while power on the fans begin to spin, but again for half a second.
All the component was new and had only been used for a week. 450w should be enough for r9 380. The CPU is only 65watt so not likely to burn itself.

So what is wrong? I don't have a spare PSU. Should I pay for someone to repair it?
 
Solution
To see if it wattage related unplug the 380 and run the system with your integrated graphics (plug monitor to mobo, no gpu). If everything works fine it would mean that it is either the psu or the card.
