4790K High Temps

I have a devil's canyon 4790k overclocked with Intel Extreme Tuning Utility over clocked to 4.6 GHz ( 100MHz x 46 ) on a MSI Z97 PC MATE mobo (MS-7850), that is cooled by an H100i with the radiator fans running at 80%. I have a GTX 980 reference card installed. This is all housed in an Phantex Enthoo Pro case.

At Idle, I get around 42C-52C ( Pretty high for idle ).
When attempting to run a stress test (CPU-Z and Intel ETU) my temperatures skyrocket to 90C almost instantly and then steadily rise from there. I've tried to let it run for a few seconds to see if the temps were just bugged out and needed a second to fall down, that was not the case, it kept steadily rising, so I would immediately stop the stress test. This happens in a matter of seconds of starting a stress test. Even when reverting the overclock and going to default, the temperatures were basically the same.

I've even gone to the extent of replacing my thermal paste and ensuring it's spread the thinnest I could do.
My ambient temperatures should be out of the way. My PC is placed in my gaming room which is located in my basement and nearly has a constant temp of 63F.

Should I delid the processor and replace the thermal paste?

Thoughts please.

I'd give a decent air cooler a try, the Cryorig H7 or Hyper 212 EVO, also in OCing - stick to the BIOS the software "solutions' are generic and generally use high voltages that aren't needed
It is my suspicion that either the H100i is installed incorrectly (not tight enough contact on the processor or is defective. They come with software that monitor their temperatures and water temperature, don't they?

Delidding the processor is insane as a solution.

I would agree ^. Your idle temps are the indicator that something's wrong. The stress test temps are just confirming that. Your cooling seems like it's not working properly. my 4790k idles temps are less than half of yours.. And I only have an antec h2o 650 (single 120mm)

If all else checks out (proper case cooling, room temps, cable management, etc..), then try another cooler and see the results... Even a mid-range temporary air cooler just to test
