Useless argument, 10-30W no matter. I guided peake power consuption. And i trust TechPowerUp.

Better low load PSU, so i see peake power consuption component in the calculations.

This good quality PSU. Real power 480W (12v).
CPU i3 4170 - 54W
Ozer ~50W
PC non video ~100W.

"gtx960 or the r9380" no matter, for you PSU.

GTX 960 - 130W
R9 380 - 220W

CPU i3 4170 + R9 380 ~330W
330W + 30% stock =430W.

Your PSU no 100% load newer this config.

The bottom graph shows the 380 @196w not 220w and as I have both a 960 and a 380 I can tell you that the power draws are closer to 120w and 190w respectively.

That power supply will run either card just fine with the rest of the parts you have.
