PC turns on with no boot and the cpu fan isn't spinning started happening a few days ago

This started happening just yesterday. Just randomly my screen goes black and there is a very annoying static in my headphones. Now the wierd part is the pc is still runnning. All the fans but the CPU one are spinning.The only way I can turn the Pc off is with the switch on the PSU. It usually doesnt turn back n but after a while it seems to turn on. Problem is,eventually same thing will happen. I have read a thread with a similar problem where just getting a new CPU cooler fixed it. However the thing is i tried runnning the Pc without the GPU. No problems. That's how I'm writing this text right now. When I tried putting it back in.. well... fan didn't work and there was no post whatsoever. I'm guessing it's a faulty motherboard with some kind of pcie-cpu disturbance or something.
I'm not sure though and would love it if u guys could help me.
Specs:i5 4460/AsRock b85m pro3/R9 280/8gb ram/CM g450m PSU/1TB seagate HDD and an optical drive.

I have thought of that,however if it failed it would just either turn off under load or not turn on. The thing is everything seems to function but with the cpu fan stopped and not turning on which i don't get. Doesn't look like a PSU problem to me because everything doesn't just turn off ,it justdoesn't boot in and i can't even turn it off using the Motherboard ,so i have to use the PSU switch. I mean the r9 280 certainly doesn't require much power while in standy,and it happened when just surfing ,too.I might be wrong though honestly.
It does however seem to be more likely when i am in a game or something like that. The problem is it's so random i can't tell what it is for sure.

Actually,I just realized a possibility,and I'd like someone with some knowledge on the topic:
Do the fans on the graphics card spin using the PSU's power or what it gets using the PCIe? If it uses the 2x6 pins for the fans then(since my fans are connected to a simple fan controller and so are using the PSU's MOLEX) I believe the motherboard might just stop providing power to anything else. Might this be the case?
