So I have a spare 640GB Seagate drive that I just realized that I have, would it be a good idea to put it in my computer and use it as a mini NAS?

Solution

File and folder sharing. Configurable in the OS.
Basically, you share out a folder. Give permissions to "Everyone".

This is how my HTPC is configured. I can access the designated shared folders from whichever PC or device I want.
On my main PC, the "M" drive is actually the Movies folder, living on a drive on the other PC.
The "X" drive letter is music.
Etc, etc.

What I mean is that I would be able to use it on other computers in the house.

As long as you configure it for sharing.

The bad idea is, any time any body has a problem, they will look at you, like "hey dude, you broke it!" :D

Must say, there is a disturbing trend you noobs calling everything NAS, like you call anything a ROUTER.
