Problems with PC - Sometimes it turns on and connects to the display, sometimes it doesn't.

This is my brother's PC, I have tried to help him by buying and fixing a new mobo in, but this doesn't seem to have solved the issue.

Basically what's happening is sometimes I turn it on it doesn't show my display or connect to it, my monitor will just say DVI or something. But it ALWAYS turns on the fans, lights etc in the case.

Sometimes the PC will actually load up properly and it will connect to the monitor/display and load up windows etc everything will work. BUT soon as I turn it off and try to turn it on, pretty much every time my PC will turn on the fans etc but won't connect to the monitor.

When my PC is WORKING and giving an output to the monitor the case light/led will flash like it should do, indicating a working PC.
Whereas, when it isn't working it will maybe flash once, no noises and just stop flashing the led, indicating it is not working.

Mobo has been replaced still has this issue, so not the mobo, no RAM or PSU yet.

I suspect it is the power supply is the problem but would like some advice or ideas to see if it could be anything else. Just trying to save money of course.

if the pc has onboard video pull the gpu...if the pc boots every time try a test gpu if the pc boots every time with a test gpu it may be the gpu. with your brothers pc before you buy any parts check to see if the older ones are under warranty most mb and power supply today have 3-5 or more of warranty all you need is to go to the vendor web page and put in the unit serial number to check if your still covered. on gpu a lot of vendors have life time warrantees so all you pay is for shipping the bad card back. on your brother pc post the model of the power supply and it wattage there are some known units that are junk that do fail like yours is every time.
