Computer dies when booting windows

Hello, sorry if this is in the wrong forum, didn't know where to put it. Also, sorry if this has been discussed before, I did a search and didn't find anything that steered me in the right direction.

Anyways, I have a HP p6203w. When trying to boot windows, the computer will just die. It can sit at the screen where I can choose between safe mode or regular start up indefinitely, but once it tried to boot windows it just dies.

I replaced the CPU with a direct replacement - now when I try to put the computer into recovery mode it goes into a repair screen for a while, then shuts off. If I try to boot the computer normally, it just dies as normally.

I tried the paperclip test to the PSU. Fan turns on fine, and will run as long as the PSU is getting power to it.

So, I dunno what to do now. Could it still be the PSU? Should I try to clear the CMOS? I'm not really sure what all the does, so I really don't want to do that all willy-nilly if I don't have to.

Update: So, I just put the old CPU back in, now when I get to the Error Recovery Window and click, 'lauch start up repair' it just dies again, without even trying to go to the repair screen.
