Witcher 3 Lagging on R9 380

I just built my first computer. Specs:
Gigabyte R9 380 4GB
FX-8320
ASUS M5A97 R2.0
Kingston HyperX Fury 2x4GB
Seagate Barracuda 1TB
EVGA 500W

Now, after reading a lot about my components I figured I would be able to run the game smoothly with high settings. But as of now, this isnt the case. Im using low settings, and its still really choppy. I have downloaded drivers recommended for Witcher 3 but its still laggy. I have tried programs like TechPowerUp GPU-Z, but it just says 0% GPU Load and pretty much everything is at 0. Also I should mention, when I turn on the computer theres a red light flickering for a few seconds next to the RAM slots. Im currently using Windows 10 Pro Edition.

Update to latest GPU driver and if that doesn't fix it I would say you need a better PSU or it's even possible you have a defect GPU
because that 3d mark test was bad.

your CPU seems to be ok but, im not sure exactly what the scores should be on an fx 8320

Not necessarily the case I worked with my friends GTX 980 that was defective and it was doing the same thing no blue screens or anything but it was just performing horribly so we took it back and got another one and the next one worked 100% no issues.

What do you suggest me do? Get a new PSU or should I return the GPU?
 
How many monitoring programs are you using at once? This includes any type of CPU monitoring, GPU monitoring and temperature monitoring programs.

Close them all and look in the driver control panel for this information. Forget where it is but there are load and frequency meters in there, it is where it allows you to overclock the card. What do those say when gaming? Your benchmark results look about normal. If your GPU wasn't getting enough power it would simply turn off in most cases. Older GPUs used to beep very loudly when they had insufficient power but on newer cards it will display on the screen instead.

Make sure you have the latest WHQL drivers, make sure hairworks is disabled, make sure to restore defaults in the driver control panel.

If you look in your motherboard manual it tells you what those red lights are beside the RAM slots (it is part of the memOK! feature).

This is why I asked how many monitoring programs you had running.

AMD System monitor is the program that seems to cause the 0% usage issue since it is designed for very old APUs, it is incompatible with your OS and graphics card and apparently blocks access to the sensors so no matter what you use it will always be 0s. I just googled it and the AMD System Monitor is the only one that comes up.

Not sure if you can uninstall it properly or not but you can try.

I had the problem long before installing AMD System Monitor though, so I doubt its gonna make a difference.

Edit: Ok so I uninstalled it, what now?

Okey, so after a while Ive found out the graphics card isnt the problem (some PC experts from my moms job tested it), and I have tried a 850W power supply and nothing changed. This is starting to get frustrating now.

It took a while, but anyway. Ive tried the Corsair RM850x and the result is still the same. 0% gpu load and bad performance.

The card is not the problem, neither is the PSU. What now? Could it be a motherboard issue?
