USB Crash Issues

So I've had my (self-built) computer for a while now, and since the beginning my top panel hasn't worked, which include 2 USB 2.0, 2 USB 3.0, an audio and mic jack. (search NZXT Phantom 410 for a better idea of how that's layed out). That wasn't a huge problem because I have (or had) 6 USB's on the back and i have a USB headset so I don't really need the audio and mic jacks. But recently, I've only been able to have 4 plugged in, and if I plugged in a 5th it would make all the other ones turn on and off, and would become almost unusable. Again, a setback but I didn't think much of it because this was my first build and I was bound to get something wrong. The worst thing is, for (I would say) the past 3 or 4 months, my computer has this weird way of crashing (which I believe is related to the USBs). My USB's will stop working even if I try to unplug and replug them in, so I'll have to restart and then they're fine again, until it happens again. This happens maybe twice a day, if I'm using the computer for maybe 3 or 4 hours. Any ideas on how to fix these few problems? the only thing I can think of is a power issue.

(Note: my wifi will cut out also when the crash happens because I use an external wifi card thing from Linksy)

Motherboard: Gigabyte GA-Z77X-UP4TH

Graphics Card: Nvidia GTX-660

RAM: 8GB DDR3

Power supply: Corsair GS600

Processor: Intel i5 (running at 3 GHZ)

Are you sure the cables go to the correct place on your motherboard?
Those tiny ones like Power LED, Because if you mix up the negative with positive cables here it can cause it to malfunction. (pretty easy mistake too)

Your system seems totally fine, and the only possible reason I can think of for these issues is either Drivers, or a mistake with the cabling.
