My Motherboard doesn't recognize second GPU

Here is my PC specs:
CPU: Intel Core i7-6700K 4.0GHz Quad Core Processor
CPU Cooler: Deepcool GAMMAX 400 74.3 CFM CPU Cooler
Motherboard: Gigabyte GA-Z170X-Gaming 7 LGA1151 Motherboard
Memory: G.Skill Rip Jaws V Series 16GB (2x8GB) DDDR4-2400 Memory
Video Card: 2x EVGA GeForce GTX970 4GB FTW+ ACX 2.0+ Video Card (2-Way SLI)
PSU: Thermaltake 1200W 80+Gold Certified fully-modular ATX Power Supply
I have Window 8.1 64x
My first problem is my motherboard not recognizing the 2nd GPU in Device Manager, and no SLI configuration option in Nvidia Control Panel.
My second problem is I have recently installed all these components to an old PC as upgrades. But now after the upgrade my PC seems downgrading and running more sluggishly than before.

Did u connected te sli bridge ? If yes.. thats good.. if no.. do that ;)
Otherwise try only one card first.. or the last car u put in.. or switch cards on the slots..
See if it installs drivers automaticly.. in right down bottom when u start up your pc..
Or mabe remove older Drivers.. with driversweeper..

Yes I tried putting on the SLI connecter but the result remained the same, I know both card works and have tested both separately on the PCIE 16x slot on my mother board (the second slot is PCIE 8x) I have updated the latest GPU drivers both time I tested out the cards as well. Device Manager still does not recognize the second GPU.

Yes both card works perfectly fine when I power up the PC all 2 fans on each card spin normally
