I have a dell vostro 200 slim tower running windows 7 32 bit, it does not detect that i have an lan cable plugged in.
What i have tried:
I uninstalled and reinstalled the LAN drivers.
I have bought 2 new LAN cables and tried a few older ones i had laying around the house.

 
Solution
An unknown ancient Greek scientist discovered that a cable must be plugged at both ends in order to work.

So, are you sure the other end of that cable is plugged in known-to-work port of your router?
Next - go into BIOS, in hardware configuration, make sure that LAN adapter is enabled.
