XFX Radeon R9 380 DD 4GB Stuttering and usage(%) spikes

Hi everyone,
I recently bought a R9 380 and I'm having some problems like GPU usage throttling and FPS drops...
My full specs:
HDD: 1TB Western Digital 7200RPM
RAM: HyperX Fury 8GB DDR3 1600MHz 4x2
OS: Windows 10 64-bit OEM
PSU: Corsair RM550
MOBO: Asus H97 Plus (BIOS updated)
GPU: XFX Radeon R9 380 DD 4GB
CPU: Intel Core i5 4590
CASE: Corsair Spec-02
I also updated my drivers but games keep stuttering as s**t

I have a solution that you may want to try, it worked for me. Go into your BIOS and change AMD Cool n' Quiet to OFF, then reboot. That fixed the spikes for me.
