i7 - 6700k skylake
intel z170 ranger
no graphics card yet

The bios screen & win 7 is showing half a screen squashed in the top half, the bottom half, below my start menu is black, like a screen within a screen, or looking through a tank turret window.

This might be to do with screen resolution as its stuck in 680 x 480. The thing is win 7 is not allowing me to change it, the scroll bar is greyed out and the only option is 680 x 480. I havent yet bought a graphics card but as far as im aware i still have intergrated graphics to rely on.

Its plugged into a 19" tv via hdmi cabel both ends, ive tried another monitor & its the same

What can I do here?

IF you have another computer use it to put the driver files on the hard drive of your new system. Then put it back in your new system and you should be able to install them. Other options are making a linux (ubuntu will work nicely) live USB stick and booting off that and then download the drivers with it and put them on your hard drive and then boot into windows and install them..

Yeah those won't work as he is using the Intel built in graphics on his cpu.. These should..
