GPU thermal throttling and not preforming properly

i already tried a different graphics card and thought it was defective so the same thing has happened twice. how can i fix my computer to fully utilize the GPU?

I talked with a GeForce professional for a few hours and they said that my processor was bottle necking. So now I'm getting a new processor. Thanks for the suggestions anyways. :)

yes it had the correct cables. but i think since it's a low end power supply that is the problem i just reread the manual. do you think that only connecting the 8pin connector instead of the two 6pin connectors to the 8pin connector that came with the gpu could be the problem?

i tried that it didnt work

i talked to someone and the power supply isnt the problem i have a 500W powersupply currently installed

Can you see/hear the fans of the graphics card spinning up when it is being utilized? If not, then there should be a setting in a software on your pc that is deactivating the fans. I would suggest you check the thermals of your graphics card while you are gaming. If the 960 gets really hot then it is clearly thermal throttling, thus not giving you the performance you expect.

it isn't thermal throttling. I talked to a person from GeForce and they said that because I have the silent cooling one that it wont turn the fans on until it reaches 60C. there is something else that is limiting its performance. my friend suggested that it might be the motherboard. is that possible?

Take a quick read at this post. In short, it's talking about cleaning your drivers with DDU (i would suggest you clean all Nvidia, AMD and Intel gpu drivers and redownloading+reinstalling the latest nvidia driver) and about some 3d settings in your nvidia configuration panel.

ive already done that. but i guess i can try it again. i also have windows 10 and the DDU website says they only support windows XP to windows 8.1

AFAIK, i think windows 8.1 and windows 10 are pretty close in terms of compatibility, if not the same. I have never seen aany software compatible with windows 8.1 (and not saying that it is/isn't compatible with windows 10) that didn't work on my windows 10. Waiting for the results... :)
